The General Administration and Public Grievance Department is the Nodal Department
of the Government, dealing with various important activities like cadre-controlling of
Officers belonging to All India Services and Senior Branch officers of Odisha Administrative
Service, Capital Administration, Vigilance, Lokayukta, Mo Sarkar, Chief Minister’s Relief
Fund, Administrative Reforms, Pension and Public Grievances, Maintaining CCRs of Senior
Group-A Officers, Rules of Business of Government and advising Government Departments
on common service rules / conditions. There are key public institutions working within the
ambit of the Department such as Odisha Public Service Commission, Odisha Staff Selection
Commission, Odisha Sub-ordinate Staff Selection Commission assigned with the task of
recruitment and Gopabandhu Academy of Administration assigned with the task of training
and capacity building.
Besides, there are some special functions such as Estate
Administration, which looks after the management of Government land in Capital City of
Bhubaneswar comprising 65 villages, Government residential and non-residential estates and
accommodations located at Bhubaneswar and Cuttack and issues connected with land
administration. Keeping pace with rapid changes and advancement in the administrative
system in the country, the General Administration and Public Grievance Department has also
initiated several interventions for administrative reforms by introducing structural changes,
rationalizing rules, regulations and procedures creating interactive and expeditious decision
support system using information technology.
